   Carlos Eduardo Rubio (1924-1993)

Born in Panama, Republic of Panama on April 16,1924, he received his Doctor of Laws degree from the Universidad Externado de Derecho v Ciencias Sociales of Bogota, Colombia in 1948 after submitting his doctoral thesis on "The New Liberalism."

He served as congressman in the Legislature for the Cundinamarca Department in Colombia. I lead the positions of Deputy Comptroller General of the Republic, and served as public defender, circuit court judge and alternate Justice of the Appellate Tribunal in Panama.

Dr. Rubio engaged for 45 years in the practice of law, both as public official and in the private sector, and during that time he gained the respect and admiration of his colleagues and clients due to his devotion for his profession and his love for justice and the law.
He was an active member of the National Bar Association and of the Inter American Federation of Lawyers until he passed away in 1993. He was honored with the Keys of the City by the Panama City Municipal Council, and received the first "Dr. Ascanio Mulford" achievement medal from the National Bar Association.

A special medal in his name was instituted by the Bar Association.

Received his law degree with honorific distinction magna cum laude, from the University of Panama in 1977, after defending his thesis on "The Civil Responsibility of Criminal Activities"

He was Assistant Professor of Commercial Law at the University of Panama (1980-1990) , Special Alternate Justice in the Circuit of Panama. and was declared elegible to be appointed Supreme Court Justice in 1990.

He is an active member of the National Bar Association, having been its Presidente during two consecutive terms (1990-1993); advisor of the Interamerican Federation of Lawyers (FIA), at present member of its Board of Directors; advisor in the Environmental, Energy and Natural Resources Section of the International Bar Association (IBA); and Regional Representative of the Iberoamerican Union of Bar Associations (IUBA)


Member of the Board of Directors in several companies in the areas of public transportation, commerce, forest and livestock

   Jorge Hernan Rubio

Received his law degree, cum laude, from the Universidad Santa Maria La Antigua in 1981, after defending his thesis on "Fundamental Principles of the Civil Cassation in Panama." The same year he received his law license and since then he has practiced law privately without interruption. He was declared elegible to be appointed Justice of the Supreme Court in 1993, and was Chairman of the Presidential Commission appointed to Draft the Consolidated Text of the Constitution in 1995.

He is an active member of the National Bar Association, having been its President from 1993-1995; Member of the Panama Association of Business Executives, in which he chaired the Legal Affairs Commission in 1992-1993; Member of the Interamerican Federation of Lawyers (FIA) and President of its Panama Chapter; Member of the Chamber of Commerce, Agriculture and Industries of Panama, in which he served as counsellor in its Conciliation and Arbitration Center. At present He is professor of Political Sciences at the Universidad Santa María La Antigua.

He specializes in civil and criminal procedure, and labor law.

 

   Menalco Solis

Received his degrees from Fordham College (New York, 1958), Tulane Law School (New Orleans; Order of the Coif, 1961) and Harvard Law School (Boston, 1962). He has served as Cabinet Minister of Planning and Economic Policy (1982-1984) and of Finance (1984-1985). He served also as Presidential Advisor under different governments (1985, 1990-1994); as Panama Representative before the Interamerican Development Bank, the World Bank, and the International Monetary Fund; as Chairman or member of the Board of Directors of the Panama Port Authority, the Panama Tourism Bureau, of the National Mortgage Bank, of the Colon Free Zone,
as well as the Banking Commission. He was also tax advisor to the Ministry of Finance of Guatemala (1985-1986) under consulting contract with the Interamerican Development Bank. He served as Executive Secretary of the Interamerican Center of Tax Administrators (CIAT) for 15 years from its creation until 1982.

He begun his public service career as Director General of Revenues in the Ministry of Finance (1965-1967) and his private law practice in 1962 under the guidance of Dr. Galileo Solis, one of the most illustrious Panamanian attorneys of all times. He has experience as Alternate Labor Judge (1962-1963) and as member of an Arbitration Tribunal, and has served as legal consultant to the Interoceanic Region Administration, the govenmental agency in charge of promoting investment in the former Panama Canal Zone (1996-1999). He was professor of Fiscal Law at the Universidad Santa Maria La Antigua (1971-1973) and published a book on Panama Income Tax, 1971 and 1981 editions. He was also a member and assistant editor or the Tualne Law Review (1959-1961).

He was declared elegible for appointment as Justice of the Supreme Court of Panama in 1985,

He is a member of the National Bar Association and of the Interamerican Federation of Lawyers.

   Roberto Abrego Torres

Received his law degree in 1974 from the University of Panama, after submitting his thesis on "Procedural Aspects of the Administrative Recourses to the Supreme Court under Panama Law."

He has ample experience both in the public and the private sectors. He has served as Legal Counsel for Panama City Mayor's Office, for the Comptroller General Office, and for the Colon Free Zone Administration and the Ministry of Housing, where he also served as Secretary General.

At present he serves a second term as Legislator of the Republic, having been reelected for the 1999-2004 term; is member of the Transportation and Communication Commision, as well as Chairman of the Government, Justice and Constitutional Affairs Commission of the National Assembly.

He specializes in administrative matters.
